Barrow upon Soar Neighbourhood Plan: Submission
The 2011 Localism Act has given communities a new right to draw up a Neighbourhood Plan. This right is aimed at giving local communities genuine opportunities to influence the future of the places where they live. Decisions on planning applications must take account of neighbourhood plans. In February 2017 Barrow upon Soar Parish Council submitted the draft Barrow upon Soar Neighbourhood Plan to Charnwood Borough Council for publication and after a six-week public consultation period it will be sent to an Independent Examiner.

The Examiner will recommend that the Plan is submitted to a local referendum, or that it is modified to meet the 'Basic Conditions' and then submitted to a referendum, or that the Plan is refused. Charnwood Borough Council will arrange a referendum and, if the Plan is passed by a simple majority of those voting, the Council will adopt it.

When the Plan is adopted, it will form part of the statutory Development Plan for the area. Charnwood Borough Council will continue to be responsible for determining most planning applications, but the policies in the Neighbourhood Plan will be the basis for those decisions.

Barrow upon Soar Neighbourhood Plan: Basic Conditions Statement
The Basic Conditions Statement has been prepared to accompany the Barrow upon Soar Neighbourhood Plan. It explains how the proposed Neighbourhood Plan has been prepared in accordance with the Neighbourhood Planning General Regulations 2012 as amended by the Neighbourhood Planning (General) (Amendment) Regulations 2015 (The Regulations) and how the basic conditions of neighbourhood planning and other considerations as prescribed by Paragraph 8 of Schedule 48 of the Town and Country Planning Act 1990 have been met.

Barrow upon Soar Neighbourhood Plan: Consultation Statement
The Consultation Statement has been prepared to fulfil the legal requirements of Part 5, Section 15 of the Neighbourhood Planning (General) Regulations 2012 by:

(a) detailing the persons and bodies who were consulted about the proposed neighbourhood development plan;

(b) outlining how these persons and bodies were consulted;

(c) providing a summary of the main issues and concerns raised;

(d) reviewing how these issues and concerns have been considered and, where relevant, addressed in the proposed neighbourhood development plan.

Barrow upon Soar Neighbourhood Plan: Strategic Environmental Assessment Screening Report & Habitats Regulation Assessment Screening Report
These reports seeks to determine whether the Barrow upon Soar Neighbourhood Plan is likely to have significant environmental effects and will require a strategic environmental assessment (SEA). They will also assess the likelihood of the proposals within the Plan having an adverse impact upon internationally designated wildlife sites, as required by the European Habitats Directive.
